The Campaign for the Billboard of “Father Ly’s Muted Mouth.”
Father Nguyen Van Ly and his associates on March 30, 2007 were sentenced from 5 to 8 years in prison by the VietNamese Communist Government. At the trial, Father Ly shouted "Down with Communism," during which time his mouth was physically muted by the attending court’s bailiff. Throughout the trial the Father and his associates repeatedly denied government’s alleged crime. At the same time they resolutely maintained their conviction to fight for a more democratic Vietnam. Please speak for him by promoting the campaign for the Billboard of “Father Ly’s Muted Mouth.”

A Call For Democracy for Vietnam



The upcoming meeting between Communist Vietnam's Prime Minister, Phan Van Khai, and the US President George W. Bush on June 21 is a momentous event because it marks the first appearance of a head of the Vietnamese Communism regime in Washington DC in 30 years after the Vietnam War.  This is also a great opportunity for those who love freedom and democracy to bring to the attention of America and the world the deplorable state of human rights abuses and a lack of democracy in Vietnam.

It is an opportune time for this call for democracy and freedom thanks to the US advocacy and promotion of the "Democracy for the World" policy.  This policy has brought stellar successes in Afghanistan, Iraq, Georgia, Ukraine, Kyrgystan, Lebanon, and Egypt.  It is imperative that Vietnam appears in the list of countries that this policy applies to, as in President Bush's proclamation to the whole world on January 20th, 2005 "…who live in tyranny and hopelessness can know: The United States will not ignore your oppression, or excuse your oppressors.  When you stand for your liberty, we will stand with you."   We appeal to President Bush to stand with the Vietnamese people, not Vietnamese oppressors.

To put words into actions, a fund called "A Call for Democracy" has been established.  Its purpose is to raise money from those who cherish democracy around the world so that we can publish an open letter for democracy for Vietnam on the Washington Post on the day the Prime Minister meets with President Bush.  We choose the Washington Post because it is the most politically influential newspaper in the country.

A Call to Abolish Article 4 of the Vietnam's Constitution

Article 4 of the constitution of the Socialist Republic of Vietnam (SRV), written by the Communist Party of Vietnam (CPV) and proclaimed in 1992 reads: "The CPV, the vanguard of the working class of Vietnam, loyal deputy of working class interests, of the labouring people and the entire nation, follower of Marxism-Leninism, the thoughts of Ho Chi Minh, is the force leading government and society."

Through this article, the CPV grants itself omnipotent power, ownership of the nation to perpetuity. It accepts no political opposition whatsoever. The root-cause of the absence of human rights, lack of democracy, waste of national resources, inequity, systemic corruption, and ceding of territory and sea areas to foreign power, invariably traces back to the monopoly of political power stipulated by article 4 of the constitution.

The damages emanating from article 4 have been known to patriotic Vietnamese for years both inside and outside of Vietnam. The abolition of article 4 has been viewed by the majority as the first step in the process of peaceful democratic change, in accordance with the requirements of modern times.

In order to focus our efforts on this legal foundation of the CPV, in September 2001, the Vietnam Restoration Party initiated a movement to abolish article 4. This movement has spread uniformly to various corners of the world, both inside and outside of our nation. Through various means, the sense of shame created by article 4, courtesy of the CPV, has been communicated to the people and world public opinion.

After more than 6 years of political activism, today, there are indications that the movement to abolish article 4 of the constitution has come to fruition. The CPV has realized that its legal foundation has been shaken to the core. Evidence shows that on 27/8/07, in a meeting with the Political Affairs Department and leaders of the armed and security forces, CPV appointed state president Nguyen Minh Triet declared:" We are determined to achieve socialism, we must build our party. Despite talks to the contrary, despite suggestions to abolish article 4, there will be no such abolition. The abolition of article 4 is equivalent to a suicide declaration by us."

Similarly, according to the International Buddhist Information Office, in a meeting with the Most Venerable Thich Huyen Quang, Patriarch of the United Vietnam Buddhist Congregation, at Binh Dinh province on 29/8/07, Security forces Major General Tran Tu has condemned the congregation as "indulging in politics" when it demands the abolition of article 4 of the constitution.

Given the above circumstances, the Vietnam Restoration Party solemnly calls upon:

         Individuals, associations, organizations fighting for democracy in Vietnam to unite with a view to work towards the abolishing article 4.

         The Vietnamese people, both inside and outside, within their means, to put pressure on the CPV to abolish article 4.

         Political leaders of democratic nations to wholeheartedly support the task of abolishing article 4. This is a task that the Vietnamese people are fighting for completion.

As far as the CPV is concerned, abolishing article 4 is suicide. But for the Vietnamese people, its abolition will augur a way forward in the democratization process. This is the way of salvation for the Vietnamese people.

The Vietnam Restoration Party is convinced that the movement to abolish article 4 of the constitution, together with the movement for human rights, the movement for social justice, for right to life among various social strata and the task of demystification of the Ho Chi Minh farce, have effectively contributed to pushing back the boundaries of totalitarianism, in order to bring about freedom and democracy to our beloved nation.
